The issue of multiple goals is always present in the problems of organizations; Increasing the complexity of decisions. In this scenario, it is necessary to find techniques that include in the decision making process the greater number of criteria that guide and influence decisions in order to reduce errors. In this environment, Multicriteria Decision Analysis (MCDA) is a valuable tool to support decisions, its use as a method of supporting priority setting in health care is not new, but it is a question of increasing importance. However, no significant studies were found to aid the decisions of the Emergency and Emergency Medical Service. In view of this, this research has as main objective to propose a Multicriteria Decision Analysis model to assist the decision-making in the dispatch of ambulances of the Mobile Emergency Service - SAMU 192.To do so, it will follow four stages: (1) Structuring the decision problem; (2) Definition of criteria; (3) Choice of method; (4) Finalization. The model will be validated with the team of the Regulation Center of the Mobile Emergency Service - SAMU \ Natal-RN. After the conclusion of the research, it is expected the classification of the criteria to aid decision making and the multicriteria decision model to prioritize the demand of the regulatory physicians of the SAMU.
