SUMMARY:

In the moment that oil and gas mature fields face a set of challenging sceneries to keep production, may that be caused by low level of profits, may that be caused by integrity issues and political/conjunctural reasons, Plug&Abandonment interventions play a role of unprecedent relevance. That´s the case for the northestern Brazilian fields. ANP (National Petroleum Agency) Resolution 46-2016 now regulates the procedures for establishing and implementing a Well Integrity Management System (SGIP). Henceforth, there are rules for personnel training, for safety training, for drilling, for rig/rigless interventions… for P&A actions, always seeking as a north, well integrity. Thus, the flow of non-desirable hydrocarbons to the surface or between different zones (formations) will generate strong need for accountability, at present, for the concessionaires, since modern regulations based in solidary sets of barriers (CSBs) that aim to make the well as or more intact than virgin formations / reservoirs. Based on the above, this work aims to present the recent rules for ONSHORE abandonments in Brazil, also arising from the best international practices in the matter. A parallel is made between the old ANP decrees of 1997 and 2002, analyzing the main changes in the ways of conceiving abandonment interventions, reflecting in the professionalization of practices, operational discipline, safety, and especially the search for economy. A diagnosis of the current integrity level of thousands of wells in the north-northeast is presented, characterizing the actions that are necessary to make them in agreement with terms of abandonment. In this way, the message that SGIP presents of designing robust wells in terms of integrity, friendly to abandonment operations, is supported in practice. The time and cost to abandon a well where mechanical integrity has been sought throughout the entire life cycle are considerably smaller. Cement plugs that comply with IBP criteria for positioning, length, and tests are able to provide security in the very long term to the Project.
