Higher education quota law: an analysis of permanence and performance of ingressant cohort at Federal University of Rio Grande do Norte

This research aims to analyze the impact of Law 12.711 / 2012, called the Quota Law, on the performance and permanence in the cohort of newcomers, in 2014, at the Federal University of Rio Grande do Norte. In order to carry out this investigation, the target population was all students entering undergraduate courses at UFRN, via SISU, in 2014. The study is justified by changes in the composition of the Brazilian population and recent changes in public policies aimed at access to education. Higher. Therefore, 2014 was chosen because it was the first year students were fully enrolled through SISU and after the implementation of the Quota Law. To achieve the proposed objectives, data obtained from the University Student Life Observatory (OVEU / COMPERVE) will be used. First, after data collection, the presentation and descriptive analysis will be performed in order to detect possible trends, relationships and patterns associated with student performance and permanence. Then, it is proposed to perform a Survival Analysis in which the variable to be investigated is the “cancellation” or “non-cancellation” of enrollment during the first five years of the course. Finally, using the Normalized Academic Efficiency Index (IEAN), for the performance analysis it is intended to determine the difference-in-differences (DD) estimator combined with the Propensity Score Matching (PSM) method. It is noteworthy that the analyzes will be performed seeking to identify possible differences between the group of students entering via Quota Law and those entering via broad competition. The R Core software (2017) will be the computational resource used for statistical analysis.
