SUMMARY:

Considering the beach as one of the main attractiveness factors of coastal tourist destinations and its environmental, economic and recreational relevance, maintaining its quality is considered an investment in the tourism economy, since sun and sea tourism is responsible for the greatest tourist flow in Brazil. In this context, beach certifications emerge, which translate as a guarantee of quality for managers and tourists. Most certification protocols are focused on environmental and beach management aspects (infrastructure, maintenance of services, etc.), but the relevant criteria for tourism quality are little discussed. According to Duvat (2013), the quality of a beach embraces 3 aspects: environmental quality (physical, sanitary and ecological), quality of the visitor's reception (satisfaction and reach expectations) and quality of the experience (conditions for tourism and leisure activities). Therefore, tourist quality of a beach cannot be restricted to environmental aspects, and must consider other factors such as safety, transportation, quality of services, among others (Zielinski & Botero Saltarén, 2012). In Brazil, the only certification for beach,  Blue Flag, is applied on a few beaches and consists of an ecological seal that does not allow assessment of the quality conditions of other beaches, whose only available parameter is the bathing of them. In view of what was exposed, the following questions arise: What dimensions are considered in the existing beach certification protocols? And what factors are considered important for a tourist certification of beaches? Thus, this thesis has a central objective of building and empirically validating a tourist certification protocol for urban beaches in Brazil. For this, the research, with a quanti-qualitative and multimetodological approach, will have four stages: 1) Identification of variables of preliminary model, through bibliographic research with the aid of the Proknow-C method (Ensslin et al., 2010); 2) Realization of Delphi technique with specialists from different areas to refine the model; 3) Application of questionnaires with tourists / visitors to ascertain the respondents' perception of dimensions and indicators used; 4) Validation of evaluation protocol, which consists of empirical test of final version called the Beach Tourism Certification Protocol (PCTP) whose results will be presented in quality levels adapted from the theoretical model of Kano (1984). Brazilian urban beaches, consolidated with sun and sea tourism, were delimited as a study área, since the quality of beaches and expectations of the users depend on the type of beach to be evaluated (urban, semi-urban or rural). In this case, the protocol will be tested on the beaches of Natal/RN and João Pessoa/PB. The preliminary results suggest a first version of the model based on 4 dimensions: environmental quality, quality of tourism infrastructure, quality of basic infrastructure and quality of experience.
