SUMMARY:

The central theme of the work focuses on climate adaptation, which consists of
defining strategies and actions to adapt to the phenomena resulting from climate
change, seeking to reduce its risks and impacts, with adaptive capacity being the
ability that a system presents to adapt. In the context of a global climate crisis, the
accelerated process of urbanization without adequate urban and regional planning,
added to the fact that the largest portion of the population settles in cities and the
unequal forms of production of urban space, become some of the most worrisome in
the management of socio-environmental problems, since the pressure on the climate,
natural resources and biodiversity is becoming more and more comprehensive,
driven by the great demand for infrastructure and energy necessary to maintain,
mainly the large metropolises. For urban and regional planning aimed at adapting to
climate change, it is necessary to measure and understand the adaptive capacity of
the territory, even more so in complex scenarios involving metropolitan regions. In
this sense, through the application of climate adaptation indices, this research will
seek to identify the socio-environmental and institutional aspects that influence the
adaptive capacity of two Brazilian metropolitan regions, João Pessoa (PB) and Natal
(RN). The work methodology has a quantitative and qualitative approach, being
characterized as an exploratory research from the case study and being distributed in
four stages: bibliographic review; socio-environmental characterization of the object
of study; measurement by adaptive capacity indices and; evaluation of the results.
