The use of renewable energy sources has been better in recent decades, one of them being photovoltaic solar energy. Some countries have become reference in the implantation of this source of energy through incentives in researches, fiscal and economic incentives to the industry, incentives to new entrepreneurs, among others. According to the solar map of Brazil, the country has a high potential of solar irradiation, being much superior to the countries that at present are a brand in installed capacity. The objective of the dissertation is to identify regulatory guidelines, tax incentives and economic incentives for the development, implementation and effective maturity of the industrial photovoltaic solar energy chain in Brazil. The research method is characterized as descriptive with quantitative-qualitative approach using case study. The research procedure will take four steps. The first stage will be divided into two sub-stages: the bibliography review in books, theses and dissertations; the systematic bibliographic review of periodical articles Capes. The second step will be a comparative of the incentives and regulations in countries that have a greater use of photovoltaic solar energy from websites and technical reports. The third will include the conduction of case studies through semi-structured interviews with companies that design photovoltaic systems and electricity distributors. The fourth step will be the modeling of the guidelines with application of Focus Group with specialists of the photovoltaic solar energy sector. The expected result of this research is to present a set of guidelines for the development of the photovoltaic solar industry chain and, consequently, the increase of installed capacity in Brazil.
