SUMMARY:

The survival of organizations in society pervades the way they manage their resources in order to achieve their objectives. Higher Education Institutions in Brazil, specifically those at the federal level, as civil non-profit organizations, aim to provide high-level educational services generating innovation for society as a whole. To achieve these goals, they are structured through subunits such as human resources that have a fundamental role in this process. At the Federal University of Rio Grande do Norte one of the key sectors that promote human resource management coordination is the pro-rectory of Human Resource Management. This unit includes various sectors and among these, the Coordination of Call for Tender, which relates to the planning, coordination and execution of public tenders and selective processes for the admission of technical-administrative personnel and teaching staff; in addition to preparing, monitoring and planning strategies in this realm. It also aims to guide and provide information on the processes. Since it is necessary to evaluate actions in this area, this work has as its general objective: to analyze the SIGRH tender module of the Coordination of Call for tenders of the Pro-rectory of Personnel Management at UFRN with a view to proposing improvements in its processes to considering Information Management. Specifically, it aims to: identify the legal demands for the formalization of processes in digital format; describe and characterize the information flow; identify and analyze the main obstacles in the process of the UFRN at SIGRH tender module; and develop a manual for that module. The methodology used to achieve these objectives is initially that of bibliographic research that will consider issues related to Information Management, Informational Flow as well as Process Management. The research will have a quantitative and qualitative approach; as to the nature it will be applied and in relation to the objectives, it will be classified as descriptive and exploratory. Sampling will consist of all documents, as well as the module used in the sector; in addition, in what refers to the call records, it will use the sample of the last competitions held, which according to Motta and Wagner (2006), results in a reasonable and useful solution, being faster and with less costs. Therefore, the totality of the records called in the system for the 03 (three) last occurrences held the research techniques used will be Participatory Research, Documentary Research (the Resolution, Decree, as well as the sector's active module), and registration of calls in the system. And data analysis is based on a quantitative and qualitative approach.
