RESUMO:

The democratization of citizen-oriented public management, including transparency and social control mechanisms, is a reflection of the importance which has gradually been attributed to information not only as an input of administrative activities, but also by its public character both in public administration and in private organizations that, by legal determination, have the duty to provide certain information since they provide public services or have public funding in order to practice their activities. The research is going to have as a parameter the purpose of access advocated by the Brazilian Access to Information Law, considering its regulation by the state of Rio Grande do Norte, specifically, within the scope of the state legislative authority, as a way to contributing to administrative rationalization, agility and transparency in the access to information and preservation of the state's documentary heritage. From this perspective, the objective is to study the document management of the People Management Coordination of the State Parliament of Rio Grande do Norte according to the objectives of LAI to verify if the way in which the documents are handled in the sector is able to ensure the access to public information. Any flaws encountered are going to be analyzed in order to understand if their occurrence is due to a lack of prediction in the law or for reasons related to internal questions of the institution.
