RESUMO:

The publication of the Law on Access to Information (LAI), in 2011, signified the right of access to public information in Brazil, which was already guaranteed by the Federal Constitution of 1988.  The active transparency is one of LAI’s fundamental principles and can be defined as the spontaneous disclosure of information by the Public Administration. The rising on this proactive disclosure of information is noticeable in several institutions. Nevertheless, public institutions still need to internalize that a proper information management is not accomplished with only the development/acquisition of modern information systems. Also, a change in the informational culture and behavior of the organization members, aiming to a complete adaptation of those people to the new scenario is necessary. Thus, this study addresses topics such as organizational culture, culture and informational behavior and, along with information management, their contributions to improve the practice of proactive disclosure of information by the Pro-rectory of Graduation (PROGRAD) of the Federal University of Rio Grande do Norte (UFRN) and to enhance the process of answering requests for information access. Therefore, the general purpose of this study is to analyze the informational culture established by the PROGRAD and to understand the informational behavior of this organization regarding the compliance with the Law on Access to Information and also to propose improvements in answering the access requests received and consequently naturalize the practice of active transparency. In order to achieve the general purpose of this study, the following specific goals are proposed: a) Describing the current information flow in PROGRAD used to meet the demands of access to information and identify the main barriers in that flow; b) Studying the information culture of the unit regarding the demands of access to information; c) Identifying the information search and use behavior to comply with LAI, based on the model proposed by Kuhlthau; d) Categorizing the information with the greatest demand for access and establish information categories for spontaneous publicity, in order to promote active transparency in compliance with LAI; e) Proposing strategies that promote the proactive disclosure of information, in accordance with LAI as well as contributing to the construction of a positive information culture. Furthermore, this research has a qualitative, applied and descriptive approach and is characterized as a case study. Considering the data collection instruments, document analysis, semi-structured interviews and a focus group will be carried out. In order to analyze the data gathered, the Bardin content analysis method will be used.
