SUMMARY:

The National Pharmaceutical Assistance Policy (PNAF) defines pharmaceutical assistance as a set of actions aimed at the promotion, protection and recovery of health, both at the individual and collective levels, having the medicine as an essential input and aiming at its access and rational use. In this scenario, the Ministry of Health (MS) has developed, since 2009, a web information system for pharmaceutical assistance (FA), called HÓRUS, which was made available to States, Municipalities, and the Federal District. The purpose of this system is to assist in real-time identification of stocks in pharmaceutical supply centers, pharmacies and dispensing units. In this sense, this study aims to analyze the improvement in the quality of Basic Pharmaceutical Care in the municipality of Apodi, Rio Grande do Norte, Brazil, after the implementation of the HÓRUS system in SUS pharmacies and in Pharmaceutical Supply Centers (CAF). It is an action-research with an almost experimental design, type before after and without a control group, with a qualitative approach, which will be developed through the application of an improvement cycle focused on monitoring the institutional quality, from the implementation of the Horus system in pharmaceutical assistance in the municipality. The qualitative analysis of the constructed criteria and indicators will be carried out from an adapted version of the guidelines of the Standards for Quality Improvement Reporting Excellence 2.0 (SQUIRE). The research will have as a scenario the Basic Health Units (UBS), Psychosocial Care Center (CAPS) and the CAF in the municipality. Data collection will be carried out through the application of indicators selected from a study by the World Health Organization (WHO) for the evaluation of pharmaceutical policies (PAHO/MS). Expected Results: It is expected to know the reality of the services surveyed on aspects related to accessibility, control and dispensing of medicines, identifying those that are not in compliance, so as to act on opportunities for improvement, in our case, intervene with the implementation of HÓRUS and subsequently evaluating the quality improvement for the service.
