ABSTRACT

Introduction: One of the ways to publicly attest to the quality of services is achieve certification / accreditation and can be a marketing tool and / or internal analysis to identify and improve processes. In this study the rules will be analyzed: Normative Resolution nº 277 (RN 277/2011) - regulation of

voluntary adherence to specific accreditation for health plan operators and the Operator Qualification Program (PQO) that measures the Supplementary Health Performance (IDSS).

Objective: The growth of supplementary health poses the challenge of implementing quality services that meet the expectations of the beneficiaries. Thus, the objective of this work is to compare the performance of the operators of accredited in the Operator Accreditation Program (RN 277/2011) with

performance in the Operator Qualification Program (PQO) and analyze whether the accredited operators perform better than non-accredited operators.

Methodology: This is an observational study that will be carried out with a sample of 869 operators with IDSS disclosed by ANS for the year 2018 and the 63 operators accredited in RN 277/2011. Data collection will be carried out through of public reports made available on the ANS website: list of

operators accredited in RN 277/2011 until March 30, 2020 and results of the indicators that make up the IDSS released on March 13, 2020. The information will be inserted in a Microsoft Excel spreadsheet to identify operators accredited within the sample universe of 869 operators of the disclosed IDSS. O

R software will be used to carry out statistical tests to prove and / or statistical significance of the established quality criteria: Operators Level 1 accredited have IDSS above the general average; accredited operators Level 2 have IDSS above the general average; non-accredited operators must have IDSS below the general average.

Preliminary Results: Among the 869 operators with IDSS in the country in 2018, only 7.35% have accreditation, with 77, 78% concentrated in the states from Minas Gerais, São Paulo, Rio Grande do Sul and Paraná. The result of IDSS 2018 presents the highest performance results among operators accredited in all dimensions of the program when compared to non-operators accredited. The lowest index reached by accredited operators was the dimension Access Guarantee Index (IDGA). This result is related to the dimension 2 of RN 277/2011, which also presented the lowest result achieved among the operators accredited in a study carried out in 2016. The results of the study are under analysis.
