Epidemiological Surveillance (EV) is a set of actions that provide knowledge, detection or prevention of any change in the determinants and determinants of individual or collective health for the adoption of measures to prevent and control diseases or diseases, integrating so the Health Surveillance (VS). Created in 2013, the Health Surveillance Actions Qualification Program (PQA-VS) seeks to induce the improvement of the decentralized actions of VS through the continuous and progressive process of improvement of actions that involves the management, work process and results achieved, in addition to fostering management based on commitments and results, expressed in goals of indicators agreed through the voluntary adhesion of federative entities. The PQA-VS indicators guide the development of VS through strategies that ensure the quality of actions and the quality system as an organizational structure necessary for the effectiveness of actions. The VE assumes a leading role, since it is responsible for the monitoring of 14 (fourteen) indicators through the organizational structure, processes and resources established to achieve the quality policy of health surveillance at the municipal level. The objective of this study is to evaluate the quality level of the actions of the Epidemiological Surveillance Sector under the Health Surveillance Actions Qualification Program (PQA-VS), seeking to identify intervention priorities and to test the effect of a participatory intervention for the improvement. For this purpose, a quasi-experimental quantitative study will be carried out before and after the control group to improve the quality to be developed in the biennium 2017-2018

In this sense, criteria for the evaluation of quality in the services of VE in the city of Natal were elaborated from causes classified as modifiable, with the precepts of face validity (logical or apparent relevance), content (related to some dimension of quality , needs and expectations of professionals) and criteria (bibliographic reference that supports the scientific evidence of the criterion). The partial results point to the need to implement improvement cycles aimed at timely feeding of the National Immunization Program Information System (SIPNI), completion of the race / color field in the report of interpersonal and self-reported violence with valid information and timely closure of the diseases and diseases of immediate notification
