STRATEGIC FORMULATION PROCESS IN THE PUBLIC SECTOR: A STUDY FROM THE PERSPECTIVE OF DECISORS OF THE PUBLIC MINISTRY OF THE STATE OF RIO GRANDE DO NORTE

This study is characterized as a survey, of an applied nature, with a quantitative approach and descriptive and exploratory research objectives. It has the general objective of analyzing the strategic formulation process from the perspective of the managers of the Public Ministry of the State of Rio Grande do Norte (MP/RN) from the perspective of the constructs thinking, training and strategic change. To meet this purpose, the specific objectives are: (1) To characterize, in terms of gender, age, academic background and length of service, those responsible for strategic decision-making at the Public Ministry of the State of Rio Grande do Norte; (2) Analyze the strategic thinking of MP / RN managers from the point of view of the dilemma of rationality x creativity; (3) Analyze the strategic thinking of MP/RN managers from the point of view of the dilemma of the formation of the deliberate strategy x formation of the emerging strategy; (4) Analyze the strategic thinking of MP/RN managers from the point of view of the dilemma of revolutionary strategic change vs. evolutionary strategic change; and, (5) Describe how planning and strategy in MP/RN are elaborated, based on the dimensions of thinking, training and strategic change. Data collection takes place through a structured questionnaire, applied online, through the SurveyMonkey website, with those responsible for the strategic formulation process in the MP/RN. Finally, there are two types of treatment applied in this study, namely: (1) descriptive graphic analysis to meet the first specific objective; (2) exploratory factor analysis (AFE) to answer the other specific objectives.
