COLLECTIVE REGIONAL INSTITUTIONAL FACTORS OF BRAZILIAN INTERMUNICIPAL COOPERATION: Public Consortiums in Health

This thesis proposal aims to analyze the influence of regional institutional factors under the probability of formation of Public Consortia in the health sphere in two institutionally relevant moments: after the regulation of the Organic Health Law, and after the regulation of the Public Consortia Law . The regional institutional factors are the characteristics proposed by Feiock (2004; 2007; 2013), which are: 1) Characteristics of the Community; 2) Structure of Policy Networks; 3) Characteristics of the Good Transaction; 4) Political Institutions. The proposal is relevant in that it seeks to provide answers to dilemmas present in the Brazilian federation, specifically those dealing with intergovernmental cooperation. In this sense, the choice of the public consortium phenomenon in health is justified by the degree of complexity that such policy has, as well as being the policy with the highest percentage of municipalities consortium (75.9%), according to IBGE (2015) ). Due to the nature of the research problem, it is proposed to use the logistic regression technique in the two data analysis periods (2002 and 2015), since it is a technique that accurately estimates the chances of an event occurring or not, and the probabilistic effects of the independent variables (HAIR, 2015). Thus, the research results are expected to provide scientifically valid answers to coordination and intergovernmental cooperation dilemmas, specifically involving Public Consortia in the field of Health.
