MUNICIPAL PLAN FOR INTEGRATED SOLID WASTE MANAGEMENT (PMGIRS): its implementation in the municipality of Natal / RN

This thesis aims to understand the dynamics of the implementation of PMGIRS in the municipality of Natal. The study is based on the premise that the implementation of the PMGIRS consists of a multiplicity of public and private actors, and consequently, representations, institutions, processes and results, establishing a necessary interdependence to its execution. This is a research of a qualitative nature, of the type of case study. The study adopted as an analysis tool the Pentagon's model of Public Policies elaborated by Lascoumes; Le Galès (2012), That when analyzing the implementation of public action through the articulation between actors, representations, institutions, processes and results seeks to obtain a more precise understanding of the dynamics of implementation of public action emphasizing if there were transformations or adaptations during its execution. For data collection, were used research of bibliographical, documentary and field. As a result, in a summarized way, it was verified that in the implementation of the PMGIRS / Natal there was a readjustment in the institutional arrangement of the public agency responsible for implementing the plan, it identified conflicts between public and private actors and small advances in the results associated with actions of environmental education.
