MODELO MULTICRITÉRIO DE MATURIDADE PARA GERENCIAMENTO DE PROJETOS EM UNIVERSIDADES PÚBLICAS FEDERAIS

The cost of inefficiency in the public sector of Brazil has been an evident issue among scholar and popular discussions. The solution indicated by specialists to the problem of inefficiency is to adopt project management linked to the New Public Management. Although the Federal Universities are the main references in research and innovation in Brazil, the practices on project management do not match to the investment granted to those institutions. To move towards efficiency, it is necessary high maturity level in project management in Brazilian public universities. Along last decades, several models were developed, although, with limitations criticized and not responded completely in the literature. Parting from that foundation, this work presents a maturity model for university projects, using multicriteria decision-aid method ELECTRE TRI. The model starts from the chief models of maturity whom are consolidated in market and literature, however, the method arises as a new manner for evaluating maturity in organizations, taking into account peculiarities of analyzed areas aiming to an evaluation more feasible according to organizational reality. The validation of the model will be accomplished in the Rio Grande do Norte Federal University.
