The present thesis aims to understand how the Intergovernmental Relations in the National Councils of State Secretaries over time, strengthen or weaken the bonds between individuals, and what their implications for articulation and horizontal cooperation. It was decided to delimit as object of the study three councils; The National Council of Secretaries of State for Administration (CONSAD), the National Council of Secretaries of State for Planning (CONSEPLAN), and the National Committee of Secretaries of State for Finance (COMSEFAZ), considering that it would be impracticable to carry out the analysis in all The Councils. In order to better understand the aspects related to intergovernmental relations, within a historical perspective, and its implications for cooperation and horizontal articulation, we opted for the use of two analytical approaches, Institutional Theory in its historical perspective and Social Theory of Immersion. As for the methodological procedures, this thesis is characterized by being descriptive, having as strategy the case study. Data collection will be carried out through the application of questionnaires with the State Secretaries that make up the Boards, and through semi-structured interviews with the directors of CONSAD, CONSEPLAN, and COMSEFAZ who showed themselves in the process of choosing the interviewees as important for Answer the central point of this thesis. After the collection phase, the data will be categorized and transcribed for content analysis of the thematic category type.
