SUMMARY:

Changes in society and in the practices of Medicine have demanded improvements in the surgical teaching process in Medical Residencies worldwide, leading to the emergence of new teaching-learning and assessment competency-based models.  In this process, the Procedure Based Assessment (PBA) stands out as an assessment tool in the work environment, with summative and formative characteristics, supported by competency-based assessment and structured feedback.  This research aimed at the elaboration, implantation and analysis of the PBA in the Urology Medical Residency Program of the Hospital UniversitárioOnofre Lopes (PRMUro-HUOL), through an exploratory, prospective, research-action type study, involving residents and preceptors of the Program in the years 2019 and 2020.  The stages of the study involved the training of participants, the preparation of the PBA by group consensus, the assessments’ application and the capture of the group's perception through a questionnaire.  In the results, there was the participation of 13 preceptors and 6 residents, contributing to the creation of 06 models of PBAs. Thirty four assessments were applied.  In the individual performance analysis, the tool was able to capture a tendency to improve competencies in all surgeries and for all residents. Structured feedback was considered an important strategy in the teaching-learning process by preceptors and residents.  In the group's perception, the PBA is able to certify surgical competence, evaluate the development of these competencies and improve the learning curve, crediting good educational value to it. Difficulties and negative points were raised, such as inexperience with the method, lack of adequate time within the institutional routine, lack of engagement by some tutors, doubts about the accuracy and quality of the feedback offered.  Suggestions were made in the sense of systematizing evaluations, continued training and institutional encouragement. All participants were in favor of the regular use of PBA in PRMUro-HUOL. The study concluded that the group's experience with PBA was positive, with good acceptance and perception of several benefits from a pedagogical point of view, so that the routine adoption of the tool at PRMUro-HUOL is promising.
