IBGE'S RESEARCH QUESTIONNAIRE: PRODUCTION, USES AND IMPLICATIONS

Analysis of textual genres. Survey Questionnaire. Genres and activity system. PNADC/IBGE.  

At this thesis, we discussed the survey questionnaire genre and the social implications from its use in the scope of activities of work developed by government employees of Brazilian Institute of Geography and Statistics Foundation (IBGE). Therefore, we take as cutout the questionnaire produced by IBGE to the Continuous National Household Sample Survey (PNADC), in the editions of 2011, and 2017. Specifically, we aim to: a. Analyze the conditions of written production of the questionnaire genre used in PNADC, focusing on their thematic and linguistic-organizational aspects; b. Describe the conditions of use and circulation of this written piece, from the perspective of the producers and users of this genre in work situations; and c. Identify the written texts that make up the system of genres in the PNADC, as part of the system of literate activities in the discursive domain of IBGE. In methodological terms, the study follows the orientations of the critical-ethnoresearch (MACEDO, 2010), through the qualitative approach of data (CHIZZOTTI, 2014; GIL, 2002; 2008) interested in the description of language practices restricted in a thematic segment of the studying up (CASTILHO et al., 2014). As sources of data generation, we decided for the documental research (GIL, 2008), as of the say of its producers and users, in taking the pieces under analysis on the condition of ethnotexts (MACEDO, 2010). To sediment the theoretical-conceptual comprehension of genres, we use the Bakhtin’s (2011 [1992]) and Sociorethoric’s postulates, evoking, centralized, the contribution of Bazerman (2005; 2011; 2015), Miller (2012 [1984]), and Bhatia (2001 [1997]). The studies that centralize the focus in the written production of questionnaires are supported by the discussions of Vieira (2009), Machado and Brito (2009) and Dörnyei (2003), among others’ authors. The preliminaries analyzes suggested that the surveys questionnaires of the PNADC: (i) assume characteristics of a catalytic genre, in the function of its relevant role in the generation of frames from the mapping of the sociodemographic reality of the country, a fact made possible thanks to the dialogical pair of question-answer of the genre; (ii) have their own ontology, revealing, beyond textual materiality, the ideological-institutional patterns of writing from IBGE; (iii) are produced collaboratively, due to its broad thematic framework; and (iv) trigger the production and subsequent circulation of countless other textual genres in context of the PNADC, enabling a system of genres marked by standardized forms of social organization involving activities and people.
