RESUMO:

This work discusses the public broadcasting concept validity applied to three stations linked to State institutions, which can be tuned in the city of Natal, state of Rio Grande do Norte, Brazil: Rádio Senado-FM (106.9 FM), Rádio Marinha (100.1 FM) and University FM (88.9 FM). The analysis starts from the broadcasting historical context in the world and tries to identify the origin of its hegemonic models – private, state and public –, also present in the Article 233 from the 1988 Brazilian Constitution, and still waiting for regulation. The research comes from a broadcasting cartography in Natal/RN, emphasizing the Frequency Modulation (FM), sets a profile of the stations which are the target of this research and tries to pinpoint identity features which differ the stations in the so-called public field from the commercial ones. Based on literature on the topic, it tries to develop an agreement over the public communication and the public broadcasting concept in Brazil and in the world, and tries to identify specific features of the legislative, military and educational/academic broadcasting, using the case study as a methodology, with non-participant observation, bibliographical and documental research and open interviews with representatives from these stations. As it admits the absence of a consensus over the topic and the characterization of public broadcasting in Brazil, this paper proposes a new typification for this kind of station, the object of this research.
