SUMMARY:

This study aims to carry out an analysis of institutional practices in the adoption of open government principles in state legislative houses in northeastern Brazil. To this end, a synthetic indicator was created, the State Legislative Open Government Institutional Index (IIGALE - Brazil), which brings together indicators related to each of these principles in a synthetic measure. To support the construction of the Index, an extensive bibliographic and documentary review of open government themes was carried out, involving the three concepts: transparency, participation and collaboration. Open government emerges as a new paradigm and model of relationships between governments, administration and society: transparent, multidirectional, collaborative and oriented towards citizen
participation, both in processes and in decision-making, on whose platform or space for action it is possible to catalyze , articulate and create public value from and beyond the borders of state bureaucracies. This study is justified because the basic notion of open government is rarely problematized and many studies do not discuss the real analysis of the application of the principles of open government within the scope of the Legislative Power.
