SUMMARY:

Abstract:The requirement for transparency on the part of universities is considered a fundamental part of the proper accountability of these entities. Among the advantages that transparency brings to universities are increasing their relevance as professional entities at the service of society, preventing bad management practices and facilitating public debate and citizen participation in the University's strategic decisions. Universities' websites are one of their main communication channels, where most of the information is gathered. Making public universities' electronic portals transparent can strengthen the communities and actors that are part of these universities, in the deterioration of bureaucracy and the different formal and informal power nuclei. When assessing the degree of active transparency of universities, one can determine the influence of institutional origin on their practices of access to information. This master's thesis project is developed as a requirement of the Graduate Program in Public Management at the Federal University of Rio Grande do Norte, in order to research how much these educational institutions are in line with Law no 12.527/2011, the Law of Access to Information (LAI) that allows, among other aspects, greater transparency, publicity and efficiency in public management, foreseen in article 37 of the Federal Constitution of 1988. Therefore, the general objective of this study will be to analyze the active transparency of Federal Public Institutions of Higher Education in the state of Ceará (IPFESC) provided for in Brazilian legal regulations and, therefore, verify the forms of access to information adopted by them. The methodology of this work will be qualitative, quantitative, explanatory, analytical and documental. For this, by means of non- parametric tests, an index of active transparency of the electronic portals of the researched universities will be elaborated, consisting of two sub-indices: availability of information and quality of available information. Then, an analysis of the active transparency of the IPFESC will be carried out under a theoretical framework created from the combination of three works: i) the two dimensions (information visibility and inference capacity) by Gregory Michener and Bersch (2011); ii) from two perspectives (institutional and social) from Zucco- lotto, Teixeira and Riccio (2015) and; iii) associations of benefits and costs of transparency, by Heald (2006). The expected results corroborate the hypothesis that there is a “low” degree of access to information and that this is limited to the basic data of the institutions, leaving aside information about their procedures and, mainly, about processability and accessibility.
