SUMMARY:

The present work constitutes a proposal of administrative intervention for the Federal University of Cariri – UFCA. Based on a context of innovation brought about by the publication of the new Bidding and Contracts Law, Law No. 14,133 of April 1, 2021, with the aim of also innovating with a new mapping of bidding waiver processes and electronic auctions since the from the planning phase to the supplier selection phase, already based on the new legislation, from the bidding and purchasing sectors of the Pro-Rectory of Administration - PROAD to improve the PROAD/UFCA Internal Process Manual. The approach is qualitative, and the nature of the research is descriptive and interventionist. Data collection will be carried out through documental and biographical research with documental analysis, being followed by the elaboration of a draft proposal for the mapping of bidding waiver and electronic auction processes, already based on Law n° 14.133 of April 1st, 2021, for subsequent presentation in two focus groups and use content analysis for the purpose of studying the data after them. The first focus group will be formed by all civil servants from the UFCA Coordination and Tenders and Purchasing with the purpose of promoting a moment of joint search for suggestions to identify the main bottlenecks in the new mapping of processes for the implementation and execution of the new Tender Law, thus amending said draft to be presented in a second focus group for validation by all PROAD coordinators together with the Pro-Rector of Administration and the Coordinator of the Coordination of Project and Process Management - CGPP of UFCA in order to resolve the situation problem of improving the PROAD/UFCA Process Manual with the new mapping of the bidding waiver and electronic auction processes in compliance with the norms of the new Bidding Law. Work has a broad social spectrum, because when public management takes a look at what causes obstacles to its work processes, possible solutions emerge to improve service delivery, and society is the one who benefits.
