SUMMARY:

This dissertation project aims to understand the performance of the street-level bureaucracy (BNR) of the Rectory of Student Affairs (PRAE) of the Federal University of Cariri (UFCA) in the local context of the implementation of the National Program of Student Assistance (PNAES), based on the model of expanded analysis of the role of implementing bureaucrats proposed by Bonelli, Fernandes, Coêlho and Palmeira (2019). The data collection will be carried out through documentary research and semi- structured interviews with public workers identified as street-level Bureaucrats implementing the PNAES in the PRAE from the 03 (three) dimensions proposed by the expanded analysis model used by Bonelli, Fernandes, Coêlho, and Palmeira (2019): the structural dimension, the individual dimension, and the relational dimension. Data analysis will be carried out through content analysis using the Nvivo software. It is believed that after the data collection and the results interpretation, it will be possible to know how the BNRs implementing the PNAES are organized and how they operate based on their discretion. It is noteworthy that the results obtained may also serve as support for managers and professionals at the institution so that they have knowledge and understanding of these issues, as well as of the functioning and dynamics of the planning and implementation system of the policy, considering the importance of the performance of the workers in the front line and, in this way, find alternatives that can improve the execution of the PNAES in the UFCA.
