SUMMARY:

The bidding is the formal administrative procedure in which the Public Administration acquires materials and hires services, including the hiring of Information Technology (IT) solutions. At the Federal University of Cariri (UFCA), the institution chosen as the object of study for this project, the Information Technology Board (DTI) is the unit responsible for these processes, with a large volume of purchases and to supply all sectors responsible for core activities and a half of the Institution. So, the existence of unmanaged risks in the process leads to a lack of equipment or support for specialized materials and services that generate negative impacts on the execution of activities throughout the university. In this sense, it was established as a general objective to map and characterize the risks for the contracting processes of IT solutions at DTI/UFCA. Regarding the research method applied at work, it has an applied nature, and aims to be descriptive and propositional. The approach used was qualitative, and the procedure used for the research was the case study, as it only addresses the reality of the UFCA's DTI. Therefore, in addition to the literature review of related concepts, documentary research was carried out and interaction with the servers directly involved with this activity at the institution. From the collected data, it was possible to identify the main risks in DTI hiring, and classify them according to their probability and impact that they can cause. From this survey, it was possible to present control actions in the face of these risks. It is hoped that this work and the survey carried out will contribute to risk management and the expansion of knowledge about the threats that permeate the hiring process, especially IT, at this University, providing managers with a mapping that has the potential to collaborate in achieving the sector's strategic objectives.
