SUMMARY:

Faced with the legal requirements and pressures of the control bodies, the Federal Institutions of
Higher Education (IFES) felt the need to adapt to a new reality, where risk management is a
fundamental part of governance, being an important tool for a more efficient public management,
whether in the application of public resources to them, or for a better performance in achieving the
established goals and meeting its organizational objectives. Motivated by the publication of Decree
No. 9,203 of November 22, 2017, which laid down the governance policy of the direct, local and
foundational federal public administration, in the same year UFRN published Ordinance No. 16/2017-
CONSAD that instituted its Risk Management Policy. Almost 5 years after the beginning of the
implementation and not having encompassed the completeness of the institution, it is important to
analyze the process of implementation of risk management in the organizational units and verify
possible changes in the implementation. Therefore, this work aims to analyze the difficulties
encountered during the process of implementation of risk management at the Universidade Federal do
Rio Grande do Norte (UFRN). To develop the theme, this study is based on the regulations that

govern the theme at the federal and internal government level of the institution, and on the theoretical-
empirical framework on public management, governance, risk management and the implementation of

risk management models applied to IFES. The research will be carried out through a qualitative
approach, of an applied nature and descriptive nature, adopting a cross-sectional approach, through
documentary and bibliographic research and field research with interviews with implementers and
application of questionnaires with risk managers, seeking to analyze the strategies used for
implementation, identify the stages of implementation of the Model in the Organizational Units; and the
perception of risk managers regarding the stages of the process. With this it is expected to identify the
main difficulties the implementation of risk management, analyzing the factors that motivate them and 

thus provide the institution with relevant data that help the implementation of risk management in all
organizational units.
