SUMMARY:

To the extent that there is the advance of the commitment of Net Current Revenue to personnel expenses, above the limit established by the Fiscal Responsibility Law, in the municipality of Caicó, the high number of temporary hires is observed as elective removals are granted from employers in identical positions. With the observation of municipal offices with identical or similar attributions, one sees the need for its standardization. Thus, this intervention project seeks the preparation of a draft legislative proposal with a new design of positions of the municipal executive branch, in order to gather positions and reduce the demand for temporary hiring. The work is based on the need to improve and give greater efficiency to the state machine and to help management to take action to comply with the LRF, all according to legal precepts and applied literature. To carry out the proposed by this project, a survey of municipal positions will be carried out, people effectively and timed, and the duties of each position are. The project is focused on the quantitative number of effective and temporary employees of the municipality of Caicó, as well as in its tasks. The research data and material that will be used is document analysis focusing on public access data, primarily those made available by the State Court of Auditors and the Municipal Transparency Portal.
