SUMMARY:

Public administration, in an attempt to improve the quality of public services provided to society, has used innovative instruments of public governance that make it possible to assess, direct and monitor management in terms of better planning, execution, control and decision-making. Transparency is one of its numerous instruments for governance, which, among other objectives, serve to guide managers in decisions regarding future actions that may encourage the use of resources more efficiently. Thus, this Intervention Project aims to propose, within the Dean of Administration of UFCA, a Monitoring Panel that gives greater transparency to purchases and contracts and is capable of providing subsidies for decision-making by its managers, as well as expand the governance of this sector. It is justified by the absence of an instrument with these characteristics in the institution and by the growing legal requirement and control bodies for federal public services to be more transparent and efficient. For this, it is intended to carry out an exploratory, descriptive and interventionist research, with a qualitative approach. Furthermore, it is intended to carry out a case study linked to an action research. Data collection will take place through documental research, bibliographical research and interviews with strategic managers of PROAD, being followed by an analysis of the collected data and by the elaboration of the proposal of the instrument for the disclosure of purchases and contracts for PROAD. It is believed that with this intervention proposal, it is possible to promote an evolution of work methodologies and an advance in the governance of UFCA's purchases, facilitating decision-making by managers, control and the achievement of UFCA's specific strategic objectives.
