SUMMARY:

: Public transparency becomes essential for the effective social control and strengthening of democracy and is currently integrating with greater relevance the political agendas. The active disclosure of data and information relating to the requirement contained in the Access to Information Law, on the institutional websites of bodies or entities, must be done in a specific section called 'Access to Information. However, most studies linked to the analysis of public transparency, active and passive, concluded that educational institutions still do not fully meet it. Ceará has been highlighted in terms of transparency according to the 360° Assessment carried out by the CGU and is one of the states in which higher education has expanded the most in the last decade, thus contributing to the citizenship formation of Brazilians. Given the above, the research project aims to analyze whether the Public Higher Education Institutions of Ceará (IESP's) comply with the provisions of the Access to Information Law regarding active transparency. For this, it is intended to carry out documentary research, using the artifacts of qualitative and quantitative research to link and discuss the results
