SUMMARY:

Access to public health services in Brazil is a recurring topic of discussion and debate, as it is an issue that affects the majority of the country's population that depends on the public health system. According to the Ministry of Health, more than 70% of the Brazilian population depends exclusively on the Unified Health System - SUS. Despite several advances over the last 30 years of its creation, it is undeniable that public health in Brazil is far from meeting the population's needs, and it is common to see articles that address, among other problems, the situation of patients waiting hours to be seen, the lack of beds in hospitals, the precariousness of the public health equipment facilities, the long lines for consultations, exams, and treatments. These problems are magnified in small municipalities, especially those far from large centers, for not having adequate infrastructure, specialized labor, in addition to financial and administrative problems, making it difficult to develop efficient and effective public health policies. Considering the contextualized scenario in this project, it is pertinent to investigate the following question: Is the Intermunicipal Public Health Consortium of Western Cariri - CISCO, an effective public policy tool to meet the demands of the population of the consortium municipalities? The study will also make it possible to verify the need to implement modifications and improvements in the services and quality of care offered to the population. As for the methodology, this is a case study, characterized essentially as a qualitative study. As for the results, we seek to verify the effectiveness of the CISCO and thus contribute to the improvement of this public policy tool.
