SUMMARY:

The National School Feeding Program (PNAE) is an important strategy for the viability of food and nutrition security. With the interruption of classroom classes due to the SARS COVID-19 pandemic, the PNAE had a new configuration regulated by Resolution 02/2020 of the Ministry of Education, distributing food kits instead of ready meals. The distribution of food kits was one of the alternatives used by the implementing entities to implement the policy and prevent students from remaining unattended, however, during the process obstacles were encountered that compelled bureaucrats to model the policy according to the local reality. That said, this project intends a case study of qualitative analysis, with an emphasis on Street Level Bureaucracy (BNR), aims to analyze the process of implementing the PNAE in the IFRN campuses during the COVID-19 Pandemic from the perspective of Expanded analysis of Street Level Bureaucrats (BNR). The analytical framework is proposed by Bonelli, et al (2019), which categorizes the role of implementing bureaucrats in three dimensions: Structural, Individual Relation and Relational. Data collection will be carried out through document analysis and semi-structured interviews with PNAE implementers at the IFRN. Data analysis will be through Content Analysis. Given the scarcity of studies on the implementation of public policies in disaster situations and on the implementation phase of the PNAE in Federal Institutes, the study aims to encourage new studies on the subject and contribute to the improvement of the policy.
