SUMMARY:

This study is an intervention and strategic planning project for the Library System of the Federal University of Campina Grande - SISTEMOTECA - this project acquires a peculiar dimension, given the approach to the academic and administrative structure of UFCG, when dealing with the institutional strategic planning and quality management in a public service organization, seen as a major challenge to be faced based on a systematic study. It discusses the origins and fundamentals of public administration, pointing to the diagnosis of the problem addressed, with the identification of issues to propose the improvement of processes, advocating the improvement of management, by offering answers to the needs of improvement of University Libraries ( BUs), importing to reflect on how the environmental changes that involve them are being operated and how the organizational models are adapted to this new reality and the strategies they prospect. In this sense, the research is guided by the method that seeks to solve a problem, the Design Science Research – DSR, which is described by Hevner (2004) as a process in which artifacts are projected; that is, it seeks to create things that serve human purposes and is technology-oriented, whose products are evaluated according to value or usefulness criteria, to solve the problems found in the analysis, and that aim to understand, explain and improve behavior aspects under study, making it necessary to understand the nature of the obstacle, the context, the potentials and limitations, noting that the Design Research methodology has practical applicability in the organizational environment.
