The National State Reform since the mid-1990s has demanded new management models that seek to implement the modernization of national public management (BRESSER PEREIRA; ABRUCI; SPINK, 2007), with a focus on improving the service provided, thus, to the At the same step, public institutions are seeking to accompany the user's needs. In recent years, UFRN has strengthened itself in its digital media, providing an improvement in the quality of the service provided. Therefore, these efforts must be made in conjunction with servers, providing continuous improvement. This pilot project considers the diagnosis and analysis of the procedural steps of the Departamento de Fundamentos e Políticas da Educação (DFPE) of the Centro de Educação of the Universidade Federal do Rio Grande do Norte (UFRN), a procedure that identified that the unit has about twenty five percent return in its processes opened at the unit, this study aims to minimize the effects of this failure, assuming the need to make the service increasingly efficient and effective. In this context, the project aims to clarify the basic normative foundation of each administrative service that the departments linked to the Academic Teaching Centers provide, starting from the analysis of the DFPE's procedural steps in order to succinctly and didacticly organize the creation of a manual to facilitate the operations of civil servants in departments that have administrative activities similar to those of the DFPE, such as the CE itself, the Centro de Ciências Sociais Aplicadas (CCSA) and the Centro de Ciências Humanas Letras e Artes (CCHLA).
