SUMMARY:

This work deals with the theme of innovation in government procurement. In this context, the introduction of the Preliminary Technical Study, as an instrument of innovation, in the planning of public procurement will be addressed. The ETP study is important because, in addition to being a recent and still unexplored instrument, it helps in planning purchases, allowing managers to make their decisions with greater certainty and points out solutions that can lead to the reduction of internal costs and the achievement of goals institutional. Faced with a scenario where resources are increasingly scarce, investment in innovative actions that contribute to the realization of efficient planning in the context of government procurement is essential. Thus, the objective of the research is to evaluate how the Preliminary Technical Study was incorporated into the routine of planning the purchase of noncontinued common goods and services of the IFRN, in the period 2018 to 2021. The methodology used consists of applied research, with a qualitative approach and descriptive and exploratory purposes. The investigation will be carried out through a case study, with the data collected through bibliographical research, documentar research and semi-structured interviews with 1 manager of the Rectory and 13 managers of IFRN Campi and data analysis obtained through documental and content analysis. By studying planning, starting from an innovative and still little researched instrument and under a perspective that goes beyond simple procedural instruction, it can be concluded that research has the potential to produce new academic knowledge, as well as to contribute to the improvement of management IFRN purchases.
