SUMMARY:

The social, economic and technological arrangement increasingly demands from public organizations results that are coherent with society's needs. To achieve this end, the public administration has sought to guide its performance within a new scope of operation that values excellence in the provision of public services. In this context, people management in the public sector presents itself as a strategic element. Dutra (2002) says that strategic people management aims to add value to the organization, through the identification and development of behaviors and practices to carry out strategic organizational actions. The aggregation of value expressed by the author occurs from the improvement of competences, Zarifian (2003) says that “competence is a practical intelligence of situations, which is based on acquired knowledge and transforms them as the diversity of situations increases”. Covering the vision, it can be identified that organizations have their own competences, which also need to be developed. Brandão (2020) says that collective competence “is a property of the team, and not of its members alone. Therefore, it is essential to use tools to manage talent and develop skills necessary to achieve institutional results. About this, Brandão and Guimarães (2001) say that “Management by competences proposes to guide efforts to plan, capture, develop and evaluate, at different levels of the organization – individual, group and organizational – the competences necessary to achieve of your goals. Public management, recognizing the relevance of this theme, within the federal government, institutes the National Policy for Personnel Development - PNDP with Decree 5.707/2006, which brought competence management as one of its purposes. Currently, Decree 9.991/2019 and Decree 10.506/2020 are in force, which maintain the guidance of public administration bodies that fit into the competency-based management model. Federal Institutions of Higher Education, such as federal autarchies, are subject to this legislation and obligatorily must adopt its guidelines, that is, they must implement competency-based management models. The IFEs that have not implemented the KM model, in addition to being in breach of the legislation, tend to suffer, as the people management system, selection, training, evaluation and remuneration occur out of alignment with the organizational strategy. The Federal University of Cariri – UFCA carried out its strategic planning, but has not yet implemented the competency-based management model, nor has it carried out a competency diagnosis. The absence of this definition directly impacts the personnel development area, specifically, the training and functional performance assessment sector. Recognizing that the individual and collective competences of UFCA directly impact the degree of achievement of institutional objectives, the question is: What is the diagnosis of competences at UFCA? In this sense, this dissertation project seeks to diagnose the competences of the Federal University of Cariri – UFCA, identifying institutional competences; and carrying out the survey of functional competences.The research will contribute to the academic field, increasing the universe of works on the subject in federal universities. For public management, it is important, in the sense that it is healthy to understand how these legal, normative and instructive acts, issued by the Federal Government, materialize within the specificities of the bodies. Studies of this nature may support the analysis of public policies for personnel management.UFCA will be the main beneficiary of the results of this research, as it will receive the portfolio of organizational and functional competencies.
