SUMMARY:

The constitutional principles of Public Administration, notably that of participation, contribute to the administrative acts of public bodies and intuitions being carried out in line with collective interests. This dissertation project aims to analyze the observance of the Participation Principle within the scope of the Institutional Development Plan - PDI (2016/2020) of the Federal University of Cariri (UFCA). Therefore, its specific objectives are: to describe the process of preparing the Institutional Development Plan and its participatory mechanisms; map the actors who participated in the process of elaborating, executing and evaluating the IDP and their roles performed; identify the institutional actions developed that demanded participation; verify the conditions of participation in the institutional plans evaluation process; and recommend guidelines for promoting participation in institutional actions developed by the university. It is an applied, exploratory research that will adopt a qualitative and quantitative approach. It will use the case study as a strategy, with the Federal University of Cariri as the unit of analysis. For data collection it is proposed to use the techniques of documentary research, interviews and survey, and analyze them through Content Analysis and Basic Statistical Descriptive Analysis. It is expected that this study can contribute to the improvement of participatory processes at UFCA, through its Institutional Development Plan; and with the exception of institutional specificities, which may bring elements that encourage the reflection of this theme in other federal educational institutions in the search for an effective participation in university management.
