SUMMARY:

Public organizations must increasingly seek to improve procurement processes, with a view to meeting society's wishes and expectations and obtaining effective results in the public interest. Society has demanded from the government improvements in the quality of public services and greater responsibility and efficiency in the management of resources. Citizens and public managers interact in an agency relationship, in which the holder of a resource (principal / citizen) delegates decision and management power to another (public agent / manager). In this context, there may be conflicts of interest, where the agent acts for his own benefit and no longer in public interests, often exercising a function or position without having the proper competence. In order to minimize and combat such problems, among others, governance emerges. In Brazil, the governance guidelines for acquisitions have been guided by Tribunal de Contas da União (TCU). Given the above, the objective of this research is to identify whether, in the perception of the employees involved in the process, governance practices have been applied in the acquisition process of the Universidade Federal do Cariri (UFCA). It is, therefore, a single case study, with a qualitative approach, which used questionnaires, interviews and documentary analysis as instruments of data collection.
