SUMMARY:

Public administration has been experiencing the need to work efficiently and optimize public resources, given a scenario where these resources are scarcer. In this sense, public procurement, an intermediary action for the achievement of institutional objectives, must be carried out seeking maximum value added for those interested in the logistics chain in which it is inserted, using the minimum resources necessary to achieve these objectives.

The objective of this work is to Propose a Management Plan aiming to improve the efficiency of the supply chain in Universidade Federal do Cariri in terms of time and success rate. Using Design Science Research as a methodological path for the construction of this artifact, comprising the following steps: definition / diagnosis of the problem situation; brief presentation of an artifact, among the set of possible artifacts to solve the problem; construction of the problem solving artifact; testing and presenting the artifact to the academic community. The expected results with this project are to improve the efficiency of the logistics chain, optimizing the time and the success rate of purchases at the Federal University of Cariri.

In relation to the intended objectives, the project is classified as a descriptive and explanatory study of a qualitative character. It is a multi-method project and case study.
