SUMMARY:

Unlike the private sector, in which managers can freely make acquisitions, without the need to observe any specific prior legal limitations, in the public sector, bodies and entities are obliged, by constitutional imperative, to carry out their acquisitions always through a strict administrative procedure, called 'bidding'. Currently, with very few exceptions, almost all public sector acquisitions are made locally, in a decentralized manner by each public administration body and entity, which, according to the literature, causes numerous difficulties and challenges that often also end up having to be faced equally decentralized, by each body and entity. In this context, the present research was planned with the objective of analyzing the internal acquisition process of a specific sector (Academic Unit Science and Technology Center-CCT) of a specific federal higher education institution: the Federal University of Cariri (UFCA ), headquartered in the municipality of Juazeiro do Norte-CE, in order to understand the reality and the local problems of this sector, in carrying out its acquisitions, aiming to formulate for it an intervention proposal based on the Mapping and Process Improvement methodology , using the approach of identification, analysis and treatment of so-called breaks (or bottlenecks). For this purpose, through a participatory research, the current acquisition process of the referred sector will be mapped from the collection of primary data,obtained through a focus group and semi-structured interviews with the actors directly involved in the process, which will be treated through content analysis, using NVivo software. The research will be concluded with the proposal of the intervention project, presenting to the researched sector a suggestion of an optimized internal procurement process, together with a report containing the other suggestions for improvements that are not directly incorporated into the process.
