SUMMARY:

The State of Rio Grande do Norte emerges in the statistics of the most varied crimes, having the highest rate of increase in intentional lethal violent crimes in the country, approximately 356.65% from 2005 to 2016, according to sources from Atlas of Violence 2018, organized by the Institute for Applied Economic Research (IPEA) through the Brazilian Public Security Forum. In addition, crimes against financial institutions, thefts and thefts that occur in banks, vault cars, security companies and ATM break-ins (AQUINO, 2007), happen with alarming frequency. Taking advantage of the fragility in which the State finds itself, specialized gangs from Novo Cangaço have increased the incidence of attacks and increasingly demonstrated organization in their actions and conduct. These gangs have been capitalizing on and acquiring armaments, equipment and explosives, requiring emergency and non-routine police intervention, that is, they need well-defined prior planning (COTTA, 2009). Regarding crimes against financial institutions in Rio Grande do Norte, the Coordination of Information, Statistics and Criminal Analysis - COINE of SESED - State Secretariat for Public Security and Social Defense, points out that in 2015 there were 88 attacks on financial institutions , in 2016 there were 70, in 2017 there were 81, in 2018 there were 67 and 16 until May 11, 2019. In addition, the Bomb Squad of the Special Operations Battalion registered 45 Explosions in 2016, 43 in 2017, 26 in 2018 and 12 until May 11, 2019. According to a report of December 20, 2019 from NAE, (PMRN, 2019) the 1st Company of the 6th Military Police Battalion of Rio Grande do Norte - 1st Company / 6th BPM, in the period from July 2018 to December 2019, participated in 18 (eighteen) occurrences related to thefts from strong cars and banks, of which 08 (eight) related to cars in a suspicious attitude near the banks at dawn or transiting roads that the vans would pass, both evading the first contact with vehicles, 07 (seven) support to other police units due to theft or attempted theft a bank, 01 (one) theft of explosives in a quarry, 01 (one) theft of a car and 01 (one) attempted theft of a car. In addition, Da Silva Filho (2019) identified that it did not have Defense Plans in the event of attacks on financial institutions, the institution's equipment, armaments, vehicles and facilities were out of date and the military police had no basic instructions or focused on critical events such as the crime of Novo Cangaço. In this sense, the present work has the general objective of proposing a Defense Plan to prevent attacks by Novo Cangaço in the area of responsibility of the 1st Company of the 6th Military Police Battalion of Rio Grande do Norte, with the following specific objectives: Implementing SPRINT as problem solving tool in the 1st Company / 6th BPM; Propose institutionalization of the plan developed as a model to be adopted and adapted by the Military Police Battalions of Rio Grande do Norte.
