SUMMARY:

The general objective of the dissertation project is to understand the obstacles to the management and inspection of continuing contracts within the scope of IFRN. The approach adopted is quantitative and qualitative, and the nature of the research is descriptive and exploratory. The study will be based on institutional documents (norms, laws, other normative instructions) obtained on electronic sites and on primary data generated from the questionnaires, through a survey. The first stage of the study will consist of deepening the literature review, in the field of public management, with a view to verifying new contributions in the themes of management and inspection of contracts in Public Administration; in the second part, a survey will be carried out to collect information on the perception of those involved in contract management and inspection, with three groups of subjects, the IFRN Unit Directors (21), the administrative contract managers (22) and the inspectors of administrative contracts (113). Finally, it is intended to make considerations as to what are the main obstacles to the management and inspection of continuing contracts within the scope of the IFRN. This work has a broad social spectrum, because when public management sheds light on what hinders their work processes, possible solutions emerge to improve the provision of services, and the society is benefited.
