RESUMO:

Public administration develops in an increasingly dynamic scenario, and the demand for quality public services reinforces the importance of reinvention tools to the most diverse organizational structures. In this sense, project management appears as an alternative to traditional practices to contribute to enhancing organizational results. This intervention project aims to practically optimize, through the LifeCycleCanvas® (LCC) model, the management of strategic projects of the Rio Grande do Norte State Assembly, with emphasis on a project to expand and improve the physical infrastructure. To support this work, based on the literature on planning in public management and project management with emphasis on canvas visual models, it is intended to conduct an applied qualitative research-action. Based on an exploratory-descriptive strategy, the proposal will be divided into two phases: bibliographic and documentary analysis, as well as reassessment of strategic goals, and the proposition of a strategic management model appropriate to Assembly’s organizational reality. For the reassessment of the goals, participant observation was defined as a data collection technique, from meetings based on the propositions of the Situational Strategic Planning (SSP), listing the problems faced and the strategy premises of the SWOT analysis and the Vester matrix. Subsequently, the planning, through focus group and participant observation, will be elaborated to make possible the restoration projects of the building that will host the State Assembly Memorial and the construction of an adjoining administrative building. In step of exploration wil be conducted an analytical description of the data and the submission of material collected to an approved review process established and transcribed as registration units of twelve central fields laid down in LCC model, which refers to the ten areas of knowledge in Project management. Finally, the proposal will be established to manage the remaining strategic projects, through analysis of the collected data, in accordance with the best practices disseminated on Project Management, supported by the literature.
