RESUMO:

The approach to public welfare of municipal statutory servants in the state of Rio Grande do Norte gains a larger dimension when one sees the imminent possibility of bankruptcy of the system and the drastic consequences for both directly affected servants, with the eventual extinction of their own regimes, as for the affected circumscription community, which may be deprived of the essential services arising from public policies under the responsibility of the municipality. Given the current situation, it is intended to evaluate the economic and financial situation of the Municipal Social Security Own Regime in the State of Rio Grande do Norte. As a methodological way to achieve this goal, qualitative exploratory research will be used, through documentary research and elaboration of semi-structured interviews containing closed and open questions, with the consent of the interviewees, which will consist of a sample of 30% of the managers of the own municipal regimes, existing in the state of Rio Grande do Norte in 2018, that are in a situation of economic and financial imbalance, as well as the corresponding mayors, in addition to the federal public managers of the Supervisory Ministry. Based on this information, we intend to identify the circumstances that limit the social security regularity of the Social Security Own Regimes in the State of Rio Grande do Norte.
