RESUMO:

The councils represent an important step forward in the process of strengthening democracy in Brazil, as they constitute a space of popular participation and exercise of social control, which has in the supervision of public resources, one of the forms of expression. In this perspective, the action of the School Food Council (CAE) is inserted, which constitutes a supervisory board and mandatory nature, linked to the national Program of School Feeding (PNAE). It is peaceful that the effectiveness of CAE's performance still depends on overcoming some challenges, such as the reduction of informational asymmetry between advisors and executive power, which can be made possible by the transparency of public data. However, compliance with the rules of public transparency is not uniform among the federation's ones, which present different levels of transparency, as evidenced by the Brazilian transparent scale 360 º, an indicator used by the Comptroller General of Union to measure public transparency in 2018. Considering that access to information is a primary condition for the exercise of social control, this research will analyze the influence of the municipal transparency of two capitals that present different levels of transparency, Natal-RN and Recife-PE, for the action of supervision of federal public resources by the school feeding councils.
