RESUMO:

Public management has been evolving and organizations have come to meet new social demands and new technologies in the last decades. The Services Charter emerged in the midst of this dynamic. It is a product that is concerned with facilitating and guaranteeing the population greater transparency of services provided by public organizations. The importance of the discussion about the efficiency of the public service from the involvement of the citizens, who today are equipped with tools to guarantee access to information and transparency. The obligation to implement the Services Charter is from federal public agencies, but the tool that communicates public services is also adopted by state and municipal organizations. The Legislative Assembly of Rio Grande do Norte legally foresees the creation of the Services Charter since 2011, which was not carried out. The present paper proposes to intervene the formulation of the Services Charter of the Assembly of RN as a way of strengthening the institutional image and knowledge of the actions that involve the legislative house. It is a study with a qualitative approach, exploratory and descriptive, based on bibliographic and documentary, secondary data and semi-structured interviews. Based on these materials, it is intended to identify the main obstacles to the creation and implementation of the legally established Services Charter, to relate the public services offered by the Assembly and to establish a plan for the dissemination of the new Charter.
