RESUMO:

The present proposal presents a work that aims to understand the management of the transport infrastructure of the metropolitan region of Natal / RN from the dimensions of mobility and accessibility, taking as reference the National Urban Mobility Policy (PNMU). The term urban accessibility is a growing target for discussions, increasingly inserted in Brazilian public policies, mainly in large population concentrations in Brazil. However, in order to discuss urban mobility, it is necessary to understand the political-institutional structure of transport management. In this sense, the model for the management of public services was initiated through the National Traffic Code in designating the municipality and in 1988, the Federal Constitution attributed the competence to municipalities, consolidating in 2001 the Statute of Cities that regulated legislation for the theme (MANCINI, 2011). In Natal, a housing policy from the 70s and 80s has also been implicated in urban voids, as Costa (2014, 44) reminds us. This urban crisis brings as a reflex the political or social or institutional or technical, economic and operational question, passing through the environmental question. All of these are interlinked in the need to plan mobility management from the PNMU (VASCONCELLOS, 1995). Based on this reflection, we ask the extent to which the National Urban Mobility Policy was incorporated into the transportation infrastructure management process in the Natal / RN metropolitan region. Thus, the research developed will take as an instrument of analysis the Pentagon's model of Public Policy developed by Lascoumes; Le Galès (2012). In this case, Vieira (2002) and Malhotra (2001) affirm that this descriptive research aims to know and interpret reality, through observation, description, classification and interpretation of transport infrastructure management in the metropolitan region of Natal / RN from of the dimensions of mobility and accessibility, taking as reference the National Urban Mobility Policy (PNMU), without interfering in it to modify it. To this end, it will be explored the knowledge of the concept of Public Policies will have as purpose to discuss in the theoretical field the tendencies of conceptualization of this field synthesized in Brazil. From this, a semi-structured interview form was developed, according to Malhotra (2001) concept, of interviews that are of great validity when the research problems require discussion and detailed understanding. The interview script has the following analytical categories: the actors, the representations, the institutions, the processes and the results (Lascoumes; Le Galès, (2012). Finally, the model of analysis and interpretation of the data will be structured from the categorical content analysis of Bardin, (1977). The aim of this project is to provide support for the elucidation of the problematic in focus. The objective was to base the study on dimensions of accessibility and mobility elaborated by scholars who have developed researches with the objective of reaching suitable methods and tools for the evolution of these dimensions for improvement quality of life.
