RESUMO:

The present work has the objective of analyzing the interiorization policy formulation process of the Federal University of Rio Grande do Norte through the case study of the implementation of the Faculdade de Ciências da Saúde do Trairi (FACISA) in the city of Santa Cruz, state os Rio Grande do Norte – Brazil. Interiorization occurs during the validity of the Federal University Restructuring and Expansion Plan Support Program (REUNI), whose main objective is to increase access to and permanence of students in higher education, at undergraduate level, for the best use of the Physical structure and human resources in federal universities. The expansion of access took place through the opening of new courses and new campuses, such as interiorization through the creation of FACISA. The aim of this study is to study the institutional and procedural aspects of policy formulation with the aim of identifying and analyzing the institutional arrangements, the policy network and the political arena that have been established around the aforementioned public policy. The research is an exploratory-descriptive type of qualitative approach, the data collected by documentary research and interview with semi-structured questionnaire, which was applied with actors considered relevant in the formulation of the policy that culminated in the decision to implement that academic unit. The analysis of the data was carried out by content analysis. To base the analysis, the main authors dealing with the Policy Analysis and its explanatory models were used as references, and greater attention was given to the sequential models (policy cycle), the neo-institutionalist model, the model of groups and the multiple streams model.
