RESUMO:

This dissertation project analyzes whether the choice of the occupants of the commissioned positions is not based on meritocratic criteria, but the Federal Institute of Education of Paraíba (IFPB). A theoretical discussion about meritocracy and public selection as central themes. Meritocracy is understood as a set of values that define an assignment of criteria for recognition through individual performance, denying any form of hereditary, corporate or political privilege. Public selection, carried out through public tenders, is a way that is an administration selected by the professionals of its functional structure, through a system of merit. A theoretical perspective of the study is based on articles, institutional documents and national literature on meritocracy and public selection, themes that, historically, have generated many discussions in the public administration. The aim of this dissertation is to analyze if the selection of servers for a commissioned cargo occupation (Direction - CD and Functions Grafica - FG) in the field of the Federal Institute of Paraíba - IFPB has been a meritocratic process, through the identification of commissioned positions , characterizing the charge of loads and knowledge and the requirements are essential for an occupation of the commissioned positions. The data are collected through research on normative documents, pertinent legislation, interviews with managers and questionnaires applied to professionals who are the target of this study. The research is characterized as qualitative and the method of appreciation of the documents will be a content analysis. This dissertation intends to contribute with a public administration, especially to the Federal Institute of Education of Paraíba, on an assignment of merit as a criterion in the processes of selection for occupation of the commissioned positions.
