A paradox in the purchases of the Federal Institute of Sergipe: The decentralized model and the adoption of the price registration system

RESUMO:

The purpose of this intervention proposal is to establish a model for public procurement management at the Federal Institute of Sergipe, adapted to the needs of the institution and in accordance with the proposal for centralized purchases for the purchase of common goods and services within the framework of the IFS in expects that this model, once implemented, will improve the purchasing process and eliminate existing problems in this area. In order to do so, it proposes to: identify the goods and services common to all IFS management units through the mapping of the electronic trading sessions (traditional and SRP) carried out during the period from 2011 to 2016; analyze the specifications of the common goods and services requested by the units to format the standard forms in order to expand the complementary information that improves the purchasing process; identify the skills required to make centralized purchases viable; identify processes and routines of the units for the formalization of centralized purchasing processes; to verify the communication problems between the units involved in the acquisition of goods and services to expedite purchases; Analyze the adequacy of the current organizational structure for centralized purchasing; set up shopping calendars to optimize processes. Based on the literature on public procurement, with emphasis on the trading floor and the price registration procedure, in addition to a prominent approach to the centralization of the government procurement process, an applied and exploratory research with a qualitative approach will be developed. Using the strategy of the case study, the work will be carried out in two stages: the diagnosis of the IFS procurement management model and the proposal of a model that suits its needs, leading to centralization. The bibliographical research, the documentary research, and interviews with the support of the focus group will be used as data collection technique. The intention of this project of intervention is to contribute with improvements in the organizational performance and the dissemination of knowledge to professionals, researchers and other interested by the theme of this work
