RESUMO:

This proposal of intervention presents a work that proposes a model of Strategic Direction capable of involving the improvement of the legislative procedures, attending to the anxieties of the society with guarantees of perpetuity in the administrative actions of the Legislative Assembly of the State of Rio Grande do Norte (ALRN) , Brazil. Meeting the demands of civil society contributes to the growth ofaccountability, which implies the need for modernization in public management. In this sense, from the strategic planning, carried out from 2015, will be carried out an internal situational diagnosis focused on the improvement of the State Legislative Branch, the external diagnosis of the role currently proposed by the institution and with the support of the Strategic Planning 2017-2018, in force , Is that a mapping of the processes necessary for the construction of this strategic direction will be carried out. Thus, internal and external diagnostic research is characterized as qualitative-quantitative that according to Araújo, Gomes and Lopes (2012) combine collections and analyzes of quantitative and qualitative data. Thus, the result will be quantitative and qualitative treatment of the data, due to the similarity of the questionnaires, will also use the comparative method according to Lakatos and Marconi (2007). Finally, using the results presented, we intend to carry out a strategic map according to concepts of Kaplan and Norton (1997) through the analysis of the content data conceptualized by Bardin (2011) using treatment of evaluation and adaptation of the data. It is also intended to contribute to the evolution of Strategic Planning studies in the Legislative sphere, especially in the State of Rio Grande do Norte, as well as to modernize, as Bresser-Pereira (1998) highlights, the demand for public managers, Of having financial and administrative conditions for decision making.
